Documentation verification and endorsement not that troublesome, only 1 time.
Unless i marry again, but these were needed 10yrs ago.
Ta-bian Baan - House Registration MUST have Education cert - if any Birth Cert - if any
And all need to be translated in English and certified by Thai Embassy in Spore. Translation cost depends on how many copy. Thai Embassy endorsement during my time was free, now i think is $20 per copy.
And in my case, there was only 1 document i had which is the Ta-Bian Baan that was used for PR application.
Sin-Thai connection was setup by someone else and i am not sure if it is still in use.

i find this piece of info helpful...
Press Date 2-Mar-2006
Response By Senior Minister Of State For Law And Home Affairs A/P Ho Peng Kee At The Committee Of Supply Debate 2006 On The Ministry Of Home Affairs, 02 March 2006
Immigration
55. Dr Maliki has also commented about the impact of our policies on immigration facilities for foreign spouses of Singaporeans and how we can better educate them on the requirements they need to fulfill for them to bring in their foreign spouses.
56. Sir, let me assure Dr Maliki that our policies on long-term immigration facilities take into account the preservation of family unity. We are mindful of the need to manage this carefully, as the proportion of marriages involving a Singaporean and a foreign spouse has increased from about 21% in 2003 to almost 30% in 2005.
57. But the Member well knows that marriage to a Singaporean does not automatically guarantee that the foreign spouse will be granted long-term immigration facilities. However, even in cases where the foreign spouse is not eligible for permanent residence (PR), we would still consider granting the foreign spouse a Long Term Social Visit Pass (LTSVP) to enable him or her to remain in Singapore.
58. Essentially, we need to ensure that foreigners given PR status do not become a burden to the State. Singapore Citizens and Permanent Residents sponsoring their foreign spouses or children for PR would need to show that they are able to support them financially. Nevertheless, as I had said earlier, the Immigration & Checkpoints Authority (ICA) adopts a sensitive and calibrated approach. Based on ICA’s records, the approval rates for PR and LTSVP applications by foreign spouses have been relatively stable for the past three years, at 60% and 85% for PR and LTSVP respectively.
59. Where appropriate, ICA has been providing applicants with the reasons for rejection, to help them understand what they can do to improve their eligibility when they re-apply.
60. In short, Sir, ICA’s guidelines governing the grant of long-term immigration facilities to foreign spouses are sufficiently compassionate to allow deserving spouses to stay in Singapore, keeping in mind the importance of sustaining the marriage and supporting family cohesion.

These are few correspondences i have with MCYS ROM....hope this helps...Latest>To register a marriage in Singapore, either one of the couple will need to be physically in Singapore for at least 15 days prior to the day they file a notice of marriage with the Registry. You will then need to file for a notice of marriage via our website, www.rom.gov.sg within 3 months prior to, and at least 22 days before your marriage date. You can only apply for a date 3 months before your marriage date as stipulated by the Women's Charter, which is the law governing marriages in Singapore. Both of you are eligible as long as you are above 21 years, non-Muslim and single. If either of you have previous marriages, you will need to produce a Decree Nisi Absolute (divorce paper) during your documentation verification day. Should any of her documents (if required) is in Thai, she will need to have it translated into English and endorsed by a Notary Public Officer. You may wish to visit our website at www.rom.gov.sg for further details. All the best for your upcoming marriage. Regards, Registry Of Marriages

To register a marriage in Singapore, either ONE of the couple will need to be physically in Singapore for at least 15 days prior to the day they file a notice of marriage with the Registry. This also applies to Singaporean couples getting married in Singapore. As such, there is no need for your spouse-to-be to be in Singapore for more than 15 days before you can submit your application.
If she has never worked in Singapore, there is no need to seek clearance from the Ministry of Manpower.
Lastly, there is no restriction on the nationality of the witnesses as long as they are above 21 years of age.
All the best for your upcoming marriage.

You need not translate her passport into English. However, if she has other documents (eg, divorce certificate) for submission, the documents will need to be officially translated and endorsed by a Notary Public Officer or Ministry of Foreign Affairs of Thailand.
If your wife does not speak or understand Mandarin and English, a Thai interpreter will be required on your statutory declaration appointment and solemnisation day.
We do not provide interpreter but you may contact the Thai Embassy at 67372475 for referrals.
All the best for your upcoming marriage.

You will only need her passport if she is above 21 year of age. Else you will need your parental consent from your future in-laws.
We hope it clarifies.

All the original documents will be returned immediately after sighting. Applicants will be notified on the date of collection upon submission of the application and the validity of SVPs upon approval. *Note: Female applicants aged between 15 and 45 years old must be present during the submission to declare at the counter whether she is pregnant at the time of application. 7 Details of applications, procedure and documents required for applying social visit pass are available in our department’s Internet website at www.ica.gov.sg under Visitor Services.
